Building a budget for two-way video plans requires knowledge of:
- Approach being taken,
- Cost of items desired to accomplish the approach,
- Funds available,
- Opportunities for flexibility in the approach and funding, and
- Priorities for implementation depending upon the availability of funding
Items covered in a budget are based on the relative cost of things such as:
- mode of use,
- number of staff,
- reward for special assignment,
- certified vs. non-certified staff,
- facilities,
- number of stations, and
- amount of training.
